Kashmir killing: Army orders inquiry, Govt announces magisterial probe

A day after killing of a post graduate student by army in North Kashmir's Baramulla town, Army has ordered court on inquiry while the civilian administration also announced time bound magisterial probe into the incident.

The killing sparked clashes across North Kashmir and curfew was clamped in Baramulla and Sopore towns. Today a high level meeting that was attended by Medical Education

Minister, Taj Mohidin and Minister of State for Home Sajjad Kitchloo the government decided to hold time bound magisterial inquiry into the incident and the Additional Deputy Commissioner Baramulla was asked to submit his report within two months.

In the meeting of Ministers, civil and army officials and  civil society members of the town some members of the civil  society blamed the Army's 46 Rashtriya Rifles unit for

sparking trouble in the otherwise peaceful town.

Only last month, Army men from the 46 Rashtriya Rifles  smashed window panes of several residential houses without  any provocation. 

Some members of the civil society accused the Army unit for  trying to play the role of local police in the town without  even seeking the consent from the local police. Sources said GOC 19 infantry division assured full cooperation in the  magisterial inquiry.

Soon after the death of student Army issued contradictory  statements about the incidents. 

Spokesman Northern Command said that GoC–in-C Lt General K T Parnaik regretted the incident and offered condolences to  the family of the youth. "The Army commander has ordered a  time bound Court of Inquiry into the incident," he said.

However, spokesman 15 Corps in another statement claimed  that the death of Tariq Ahmad could not have been caused due the firing by the Army personnel as extreme caution was  exercised by them and the fire was deliberately aimed in the air. "In any case, the place of incident where the person died was well away from the location of the patrol and could  have no way been affected by the firing by the patrol in the air. This calls for detailed investigation by the  Police."
