About the need for any stringent laws to tackle the terror menace, he said, "No law can prevent human bombs. There was a POTA when Parliament was attacked. So just passing laws is not the solution in such cases."
He said there should be accountability fixed on the part of bureaucracy. "Because it is the bureaucracy which will ensure the proper operationalisation of the law."
