Lokpal,Round Two: Team Anna presents fresh draft,govt in fix

Talks deadlocked on three points; all-party meet on new draft held at PM's residence.

Talks between the government and Team Anna progressed at snail’s pace since morning,with the key differences still remaining after the second round of dialogue with Law Minister Salman Khurshid in the afternoon.

Team Anna has also presented the government with a fresh draft for consideration.

Even as both sides have differences on three contentious issues,Team Anna submitted a draft which will be taken to Finance Minister Pranab Mukherjee,the chief government negotiator,sources said.

After the 90-minute meeting,both sides maintained that the discussions were good but declined to go into the specifics of their deliberations.

Three members of Team Anna — Arvind Kejriwal,Kiran Bedi and Prashant Bhushan — held talks with Khurshid,who was accompanied by East Delhi MP Sandeep Dikshit and Chief Minister Sheila Dikshit’s close aide Pawan Khera.

“It was a very good meeting but there is nothing concrete,” Khurshid said.

“There is no resolution as of now. Talks are continuing. There will be further discussions,” Bhushan said.

Team Anna members will meet government negotiators soon after the all-party meeting scheduled this afternoon. The meeting began a little before 4 pm at the Prime Minister’s residence.

Bedi said there was no forward movement on three sticky issues — the citizen’s charter,inclusion of lower bureaucracy and setting up of Lokayukta in states through Lokpal.

Earlier in the day,Hazare stuck to the three issues and said he would continue his fast till all demands were met.

Before the talks began,the government had insisted Anna Hazare end his fast,saying that was more important than passing the Lokpal Bill.

Khurshid told reporters that passing the Lokpal Bill could take more than 20 days,but Anna’s fast could not go on till then.

“The need for the fast to come to an end is far greater and far serious,” he said.
