The state mandis will now be connected with Internet services provided at all centres. The government has planned its computerisation project in such a way that the prices of agro-commodities would now be available online. The farmers would be educated and trained to use the new facilities.

“This has been done under the national e-governance mission. We would ensure that all the information is accessible at these centres so that the farmers can benefit from it. This would also bring in efficiency and transparency in the working of the mandis, which have been embroiled in controversies in the past,” said a senior official. Farmers in the state are dependent on the commission agents for getting information about the prices. “We had to go to the agents as the state employees did not cooperate. At times they joined hands to exploit the ignorance of the farmers. A limited number of farmers had access to the facilities, but with these centres, the information would be available to all,” said Satbir Singh, a farmer from Ambala.

It is not only the prices, the new system would also implement all the 11 mission mode e-governance projects under the national e-governance plan. The government had, earlier, decided to implement additional mission mode projects (MMPs) in key sectors: agriculture, commercial taxes, e-district, employment exchange, land records, municipalities, panchayats, police, property registration, road transport and treasuries.

The sectors added to the MMP by the government included health, education, food and supplies, social welfare and PWD (B&R), public, health and irrigation.

Under the commercial taxes, the initiatives included VAT return processing, dealers’ registration, factsheet compilation, statutory forms, inventory and roadside checking modules in all districts.

Internet-based VAT returns system, integrated with payment gateways and treasuries for e-filing, is being developed and all registered dealers are being brought under the cyber treasury project.

The agriculture resource information system sponsored by the Planning Commission at Rohtak, local contents on agriculture and water resources covering agriculture inputs, soil and water testing, integrated farm system analysis, development and dissemination, and national horticulture mission project, are some of the other e-governance initiatives taken in the agriculture sector.

The government has also done major work to computerise the land records in the state. Majority of land records are now computerised. “Since ours is an agrarian state, these projects are important,” said an official.
