The Mayawati government in Uttar Pradesh has decided to constitute a statutory force,which will be known as State Special Zone Security Force,to guard the memorials in the state.
The Bill for this purpose is likely to be passed in the upcoming Budget Session of the state Assembly.
The force,which will be about 1,000-strong,will guard the Ambedkar Memorials at Lucknow and Noida,Kanshiram Smarak,Eco Park,Kanshiram Green Eco Garden,Budhha Vihar Shanti Upvan,Rama Bai Ambedkar Maidan and Kanshiram Sanskriti Sthal.
The Cabinet had approved the proposal and the Bill will be tabled in both Houses of the Assembly beginning January 21,said Home Secretary Mahesh Gupta.
Apparently,a statutory force is being set up so that any future government could not dissolve it easily. In 2003,when Mayawati was in power,she had formed an Ambedkar Memorial Security Force by issuing a government order.
It consisted of manpower sent from the police on deputation.
The succeeding Samajwadi Party government,however,disbanded the force and the policemen were sent to the parent force. A force constituted by an Act of the legislature cannot be dissolved by an administrative order it will require another Act of the legislature to do so.
The DGP of the Uttar Pradesh Police will head the new force,which will have an IG or DIG rank officer as its director and a SP rank officer as deputy director.
Additional SP and deputy SP rank officers would be deputed as assistant directors. The headquarters of the new force will be in Gomti Nagar.
According to the home secretary,recruitment would be conducted for the posts of security officer,deputy security officer,assistant security officer and security guards.
Recruitment would begin soon after the legislature passes the Bill,Gupta added.
Separate service rules and regulations have been framed for the new force.
