Stamp paper racket kingpin Abdul Karim Telgi in his confessional statement given in February 2006, which was made public recently, has made brazen allegations against the then Superintendent of Stamps, Radheshyam Mopalwar. Mopalwar was the complainant in the case.
In his 153-page confession, made before a Pune Magistrate, D W Modak, Telgi has talked about how he entered the business of stamp vending with the help of Mopalwar. He said that Mopalwar issued him license in spite of many other applications being pending at the time.
According to the confession, after issuing the the licence, Mopalwar started getting friendly with Telgi. The confession said: “Now slowly Mopalwar started discussing stamps and stamp vending business. He told me that this is a very big business and that he will support me in every way. And he also promised me that he will give me the client list of general stamp office.” Mopalwar, Telgi said, also issued him a license to sell all types of stamps, which is normally issued to very few vendors.
