More candidates selected than vacancies in ‘favourite’ districts

The verdict in the JBT recruitment scam has exposed how the then Om Prakash Chautala-led INLD government declared more candidates successful than the vacancies advertised in some favoured Haryana districts. The verdict pronounced by the Special CBI Judge, Vinod Kumar tabulates the entire scam.

In most cases, the candidates were awarded 17 or more marks in the interview to ensure "sure-shot success". For instance, against 60 vacancies in Bhiwani district, 150 candidates were recruited. All secured 17 or more marks in the interview.

"Many more with lesser marks also found a place in the merit list, increasing the number of successful candidates to 312 against the existing vacancy of 60. The only way to adjust them was by making sure that lesser appointments were made in other districts. This appears to be the reason why in Panipat only 26 persons were given 17 or more marks, although the district had 97 vacancies. The method ensured that lesser number of candidates were selected from such (out of favour) districts and excess candidates from favoured districts could be adjusted," the judgment reads.

"The final result prepared on the basis of the fake award lists served three purposes. First, a formula was effected vide which the favourable candidates were given 17 or more marks so as to ensure their success in the joint merit list.... The second objective was that the reserved categories, which were encroaching the space for general candidates, are reduced in such a manner that minimum vacancies of general candidates are occupied by them. Third purpose was to favour the candidates of some districts like Bhiwani," the judgment reads.
