New base in Raipur sets stage for military help in Naxal war

    A total of 231 security personnel have been killed by Naxalites this year.

    With Defence Minister A K Antony giving the green signal for a new Army brigade headquarters in Raipur in Naxalite-hit Chhattisgarh, the stage is being set for the military, particularly the Rashtriya Rifles (RR), to join counter-Naxalite operations.

    Raised in 1990 to fight counter-insurgency in Kashmir, the 80,000-strong RR has been operating on a temporary mandate under the Indian Army. Before this mandate expires in September, the Ministry of Defence is moving the CCS to allow RR to be deployed nationwide for counter-insurgency operations. A key step towards this came last week with Home Minister P Chidambaram’s nod allowing a permanent mandate for the RR.

    The establishment of a sub-area command in Raipur and a manoeuvering range at Bilaspur — along with a training facility for Special Forces — means that troops will be stationed in Chhattisgarh as part of “confidence-building” operations.

    Sources said that Eastern Army Commander Lt General V K Singh, in line to become Army Chief next year, has been sensitized by the government on the possibility of RR involvement in Naxal operations.

    A total of 231 security personnel have been killed by Naxalites this year — over ten times the casualties in J&K and North-East put together. The other key decisions taken to beef up anti-Naxal operations:

    1. An Army Brigadier has been deputed to the Home Ministry to advise on operations

    2. Some CRPF units fighting Naxals will be de-inducted and trained in guerilla warfare with select Army infantry units

    3. A Major-General rank officer (GOC), with counter-insurgency experience and stationed in the Valley, who was sent to Naxalite areas to study their operations, has submitted a report to the MoD.

    New base in RaipurBy: D.A.Srinivasan | 04-Aug-2009 Reply | Forward Giri Girishankars blog has all the ground realities.It is a fact that the politicians and corrupt Government officials exploited the innocent tribals in the Dandakaranya forests coverin g parts of Maharashtra, Chattisgarh,and Andhra Pradesh states.This encouraged the Naxals to have foot hold there.The tribals had to accept the help of the Naxals to undo the injustice done to them.In this tribal belt the succeessive Governments ignored the plight of the helpless tribals.If. the area is not under the control of the Government it is because of lack of accountability by our ruling politicians.Unless the new strtegy of tacling naxal problem addresses this issue military action alone will not give results.
    Let us also look at the origins of insurgencyBy: Giri Girishankar | 31-Jul-2009 Reply | Forward In continuation of my previous message, I feel obliged to add that the factors that mostly affect the daily life of the people are 1) political and bureaucratic corruption and 2) ineffectiveness of democratic governance (i-e equitable involvement of people at all levels of government decisions). Naxalites are symbolic and an outcome of the distance between the government and disadvantaged sections of the population. Equating democracy to periodic elections alone has led to exploiting the disparities among the people to gain votes and power. Once the elections are over, the disadvantaged are forgotten and left on the wayside, causing resentment and encouraging revolt.No doubt, the violence of the Naxalites must be eliminated with organized force. But that alone is not enough. The politicians and the bureaucrats must learn to be true servants of the people, treating them with respect and dignity. Exploiting power to gain personal benefits by corrupt means must be heavily penalized.
    Concerted campaign against the NaxalitesBy: Giri Girishankar | 31-Jul-2009 Reply | Forward 231 security personnel and who knows how many civilians had to lose their lives before the Home Ministry and the Defense Ministry would take some serious measures against the Naxalites and other insurgents. This exposes the utter failure of the state governments to adequately train their police forces to attack and wipe out these insurgents before things got this bad and out of hand. The local politicians and rampant corruption amongst the civilian bureaucrats should bear the blame for this disaster.Mr. Chidambaram has been working assiduously and seriously to remedy the situation and should be complimented for his strategic and organizing efforts. The posting of the RR is a clever and positive move. He must also find a way to urge the state governments to improve the quality and effectiveness of their police forces.If the Naxal infested states hope to attract investors for rapid economic development, they must ensure total security, peace and incorruptible administration.

Such a shame that our CPO organisations are also turning into a failed unit due to their inefficient leadership. ( No doubt we should have forseen that because we had the state police models before us ). Pity for the army to keep getting called to clear all the mess created by the Policitican, IAS nexus. But then in this country, all people who work are given more work and people who lick get the complements.
    pityBy: devindra sethi | 31-Jul-2009 Reply | Forward Dear just there is a Mr Sisodia who made a speech 2 days ago on poice reforms.He stated quote..'the continued deployment of the armed forces will lead to a military coup as in our neighbouring countries..'unquote.The ARMY IS NOT ASKING TO BE DEPLOYED IN EAST INDIAN STATED!!WHAT COUP IS HE TALKING ABOUT IN 60 PLUS YEARS!!By all means rescind this order to the army.They are happy to watch the CPO org take on their internal security tasks.
    double standards in the Army By: shivani | 31-Jul-2009 Reply | Forward You ran a story aboutArmy Chief General Deepak Kapoor proposing the name of Northern Army Commander as the next vice-chief. I would really like to know whether this comes as a reward for Lt. Gen Bhardawaj for burying the skeletons raked out by Lt. Gen H S Panag against the present chief in the Northern Sector? Well why did the present chief not talk of bringing the Southern Army Commander as his tenure as Vice chief would be the longest.
