No case registered after lawyers thrash cop

The alleged beating took place after the head constable refused to allow the ex-president of the High Court Bar Association to enter the premises as he was not carrying his smart card. Meanwhile, the lawyers alleged that Chand was drunk during the incident, but a medic al report did not testify to the allegations.

Chand was admitted to PGIMER at 4 pm Wednesday after he complained of severe chest pain. He was diagnosed with high blood pressure but his condition was stated to be normal. Doctors said that he does not have any history of cardiac problems.

Refusing to comment on the incident, Chand said: "The seniors are handling the case. I do not want to say anything."

As per reports, Chand sustained nearly 15 internal injuries. The UT Police is carrying out an inquiry, but suspended Chand to Police Lines soon after the incident.

On the condition of anonymity, one of the police officials told Chandigarh Newsline that CCTV footage clearly showed advocate and former president of the Bar Association, Rupinder Khosla, abusing the head constable when he was stopped at the entrance by Chand. Khosla allegedly kept hurling abuses at the constable following which the constable slapped him.

A group of lawyers then chased Chand to the security post and ransacked the post and thrashed the constable, tearing off his uniform.

Denying having abused the head constable, advocate Rupinder Khosla said, "I was just trying to open the gate as I thought that it had been closed for the litigants. This constable came and pushed me aside. When I protested, he slapped me and the advocates standing nearby pounced on him."

Khosla added that the constable had confessed before the DIG and the IG that he had committed a mistake.

UT senior Police officials however say that they were still probing the incident.

"There is no substantial development in the case," said DIG Alok Kumar. When questioned if they will be registering a case against the advocates who thrashed Chand and caused obstruction in dispensation of his duties, Alok Kumar said: "We will decide about filing a case against the advocates only after receiving the inquiry report."

IGP RP Upadhyaya, said: "The head constable has been suspended as a precautionary measure. The inquiry has been marked to SP Anil Kampani and after the report is submitted appropriate action will be taken."
