No sites for cameras,GIS mapping hit

Weeks after the Delhi Assembly cleared the Geospatial Data Infrastructure Bill-2011,work on its implementation has come across a roadblock. The IT department,which has to install 63 IP-based cameras,is yet to find vantage points where they can be installed without being targeted by miscreants.

The Delhi government has formed a inter-department committee,along with the MCD,NDMC and Delhi Police,for carrying out the work. The Bill envisages the creation of a central GIS office in Vikas Bhawan so the system can be shared by 30 departments and local bodies,besides a portal meant for sharing the data.

Data on all underground and overground infrastructure assets,such as power lines,water pipes,and telephone lines,will be collected through 3-D images and shared through a common and integrated GIS.

The cameras,an essential part of the plan,are meant to provide real-time data,which can be utilised for any purpose — from managing disasters to checking unauthorised construction activities.

The basic plan is to have seven cameras in each of the nine districts. However,in a city where even sewer covers are stolen by miscreants,the IT department is justified in fretting over the safety of the cameras.

Stating that the Delhi Police was given the job of scouting for appropriate locations,a senior official said,“They came up with a list of roundabouts. For optimal utilisation of cameras,they have to be put up at a certain height. Hence,the roundabouts will not work. So we have roped in everybody concerned to make a list of government buildings that are suited for the purpose.”

For test runs conducted over the last few months,the IT department had installed the cameras atop the Civic Centre in Central Delhi and Pushpa Bhavan building in South Delhi.
