No work,salary for some IAS,HCS officers in Haryana

The Haryana government,which is busy dealing with scores of agitations and protests in various parts of the state,appears to be in no mood to utilise the services of nearly a dozen civil servants,who are in the government but do not have any work to do.

The Haryana government,which is busy dealing with scores of agitations and protests in various parts of the state,appears to be in no mood to utilise the services of nearly a dozen civil servants,who are in the government but do not have any work to do.

The officers,including a senior IAS officer,are without any posting for over a month now. These officers have nowhere to go,nowhere to mark their attendance,no salary and no work. A few of these include IAS officer Sunil Gulati and HCS officers Vivek Atray,PK Sharma,Chandershekhar etc. Except PK Sharma,who has recently been repatriated to Haryana,after he completed his deputation to Chandigarh; the other officers are without a posting for more than 40-50 days now.

While a few have returned to their parent cadre ¿ Haryana ¿ from leave; others have got back after completing their deputations to other states; and a few have returned after completing their foreign postings and training. Both Sunil Gulati and Chandershekhar have returned after completing their foreign trainings of around a year’s duration. Vivek Atray has joined back in Haryana after completing his leave. During his leave,he worked with a multinational.

The officers,who do not have anywhere to go,generally visit their seniors or batchmates in the state and keep waiting for their postings. “There is no place to go. Since there is no such system of marking any attendance,we have nothing to do. Also,for the period,when we are not posted anywhere,we do not even get salary. The salary for this period would only be released when we are given a posting. It becomes difficult for a government employee if he does not get salary for months,” rued a senior HCS officer.

“We are told that a major administrative reshuffle is expected in a few days. But this,we have been hearing for a couple of weeks now. Nothing has happened on ground,” said another senior HCS officer.

The government is learnt to be preparing a list of officers,who have to be transferred from one department to another. After a Cabinet expansion,the ministers generally constitute their own team of officers,which results in reshuffling and transfers of bureaucrats.

“The postings and transfers,even of a few bureaucrats,create a ripple effect. If a dozen officers are to be posted or given departments; of course they would replace somebody. Then the officers,who are replaced,are transferred to replace other officers. An entire chain is formed,which is a cumbersome and time consuming process,for which the government must be taking time to make up its mind and then issue orders”,said another officer.

Urvashi Gulati,Chief Secretary,Haryana,said,“The file pertaining to postings and transfers of these officers is under consideration in the Chief Minister’s office. Very soon,these officers will be placed on suitable posts. The government is finding suitable departments for these officers”.
