The recently installed computerised kiosks at the Registering and Licensing Authority (RLA) to help residents left out from the auctions of previous series in choosing their registration numbers of choice is proving to be of no help.
While UT Authorities were quick to install the facility at the RLA office in Sector 17 for the convenience of the residents who could view the numbers not taken from the previous series and block the same, a reality check reveals that the kiosk are yet to be made fully functional, thus adding to the existing chaos at RLA.
Sample this: While at the kiosk which has a touch screen and a database comprising left over numbers to choose from, one can still however not block the number on the kiosk as the facility to block the number is yet to be made functional.
Consequently, the residents end up queuing outside the SDM's office as these numbers are being given on a first-come-first-serve basis on the reserved prices. However, a visit to the RLA reveals long queues and complete mismanagement as applicants are left to decide amongst themselves as to who has come first.
The numbers which have been left over from the auctions are given out on reserve price starting from Rs 5,000 all the way up to Rs 15,000 on a first-come-first-serve basis. The number 0001, however, has a reserved price of Rs 25,000.
Registering and Licensing Officer, Deepak Kainth said, "We are following a transparent system of allotment of numbers. We had installed kiosk here only to overcome these problems. Once the kiosks become fully functional, residents will be able to block their numbers of choice and there will be no problems at all."
Ramesh Gupta, one of the applicants for the left-over numbers, said: "I came here in the morning at 10.30 am and there were many applicants like me. However, when the actual distribution of the numbers started, there was complete chaos as nobody could determine who came first. The authorities should either issue token numbers to whoever comes, so that there is a transparency in the way the numbers are being given on the first cum first serve basis," he suggested.
