Usmani refused comment on the assurance of reservation to Muslims in proportion to their population, made by the Samajwadi Party in its election manifesto. "We understand that it has to be done by the central government," he said.

Earlier in December 2011, the Ministry of Human Resource Development had carved out a sub-quota of 4.5 per cent for Muslims in the 27 per cent quota for OBCs, but it was set aside by the Andhra Pradesh High Court in May 2012. The central government filed an SLP in the Supreme Court, which refused to stay the high court judgment.
