For Modi, the EU decision can only bring small relief. The larger challenges of persuasion remain. Having all but declared himself a prime ministerial aspirant, he must now begin on a campaign to win friends and allies — first within his party, and then among other parties. In a fragmented polity, teeming with cleavages along regional, caste and community lines, he will have to demonstrate the capacity to reach out, to talk, to give and take, and rally support for his candidature in the general election. Most crucially, he still has to come clean on 2002. The EU may have relented but the real contest is not yet begun.
