Orissa sets in motion public service Act

Orissa on Wednesday started implementing the Right to Public Services Delivery Act under which 34 public services would be given to people within a stipulated time frame.

Under the Act, people can get temporary registration certificate, tax clearance certificates, transfer of vehicle ownership, encumbrance certificates and so on in a stipulated time.

It covers sectors including commerce and transport, revenue and disaster management, health and family welfare, finance, home, rural development, and women and child development.

The government will fix responsibility on officials for service delivery. In case of delay, they will also have to pay a penalty of Rs 250 a day. People can give applications for services to respective Designated Officers. The officers are expected to provide the service requested in a time-bound manner. In case citizens are not getting the said service within the time-limit, they should file an appeal before the Appellate Authority.

"Now every citizen would consider public services as their right and not a favour. The Act will bring in more accountability, equitability and transparency in the delivery of public services," said Chief Minister Naveen Patnaik inaugurating the function to mark the implementation of the Act.

Orissa is the 12th state in the country to implement the law. States such as Madhya Pradesh, Uttar Pradesh, Delhi, Jammu and Kashmir, Bihar, Rajasthan, Uttarakhand, Himachal Pradesh, Punjab, Jharkhand and Chhattisgarh have already implemented it.
