Pak silent,India wants names put on UN terror list

With Pakistan yet to respond to India's dossier on the Mumbai terror attacks,New Delhi has decided to step up pressure on Islamabad by adopting a three-pronged strategy.

With Pakistan yet to respond to India’s dossier on the Mumbai terror attacks,New Delhi has decided to step up pressure on Islamabad by adopting a three-pronged strategy — push for a comprehensive convention on counter-terrorism at the United Nations,ask for inclusion of names of individuals and entities under the UN terror list and highlight the extent of the Pakistani involvement in the Mumbai attacks at different international fora.

Sources said New Delhi is not enthused about approaching the UN Security Council for sanctions on the apparatus behind the Mumbai terror attack. Approaching the UNSC with Mumbai-specific complaint,sources said,and asking the apex council to invoke chapter 7 — which defines sanctions — against persons responsible for the attacks is a purely political process.

Sources cited the Indian experience since 1947 — including the Kashmir issue in 1947 and the Bangladesh issue in 1971 — to point out that the UNSC intervention in the past has had very little to do with the merits of the case. It’s been a deal under the table. Council members adopt a position that suits them,not on the basis of what they know,the sources said.

New Delhi,however,is very happy with the Obama administration,after what it has seen so far. Washington’s new administration has been able to define the problem correctly,and there is a huge level of congruence between India and US. Sources said that India was hoping to welcome US special envoy on Pakistan-Afghanistan Richard Holbrooke when he comes to the region. Holbrooke is no stranger to the region,sources said,and was in India thrice last year. Sources said New Delhi would press for economic action against Pakistan in terms of military aid when he comes here next.

On the Pakistani denial mode,sources said these are clearly people from the establishment,who want to cover up or deny. While New Delhi is hoping that Islamabad will act,sources said they will be amazed if Pakistan comes clean on the Mumbai terror attacks. Because if they choose to do so,they will have to say what we have been saying that the ISI is involved in the terror attacks,sources said.
