  • Keen to be seen as acting tough on terrorism, Home Minister P Chidambaram was horrified to learn that one aspect of his new job involved clearing more than 200 files on an average day. To begin with, he has streamlined the system, delegated responsibility and instructed the Home Secretary that only very important matters should be brought to his desk. One assessment showed that more than 80 per cent of the files could be dealt with at levels lower than the Home Minister. However, the babus are not too happy. They are still to decide if Chidambaram’s move empowers them or makes them liable to direct accountability.
