PM was frustrated with Pak,Narayanan joked about defecting to the US

WikiLeaks released thousands of cables that cover issues from India-US relations.

PM frustrated,confused with Pakistan,said NSA
Feb 1,2010:
Ambassador Roemer calls on newly appointed NSA Shivshankar Menon,inquiring whether his roles and duties would be same as his predecessors,to be cut down by the diplomat and told curtly that nothing has changed.

Cable: Ambassador Roemer asked if the press reports were accurate indicating a reformed and more narrow NSA structure. Menon bluntly asserted that his portfolio as NSA would remain the same as that of his predecessor,M K Naryanan.

In the same conversation,Menon tells the envoy that PM Manmohan Singh is confused on how to deal with Pakistan.

Cable: Menon confirmed that,fundamentally,the PM was frustrated and confused about who he could deal with in Pakistan. He said he had never seen this degree of frustration from the Prime Minister.

India not reciprocating positive gestures: Pak
Feb 17,2010:
Pakistani foreign affairs officials complain to the US that India is not reciprocating positive gestures. As an example,the Director General for South Asia in the Pak govt complains that RAW Director did not attend an iftar party.

Cable: Afrasiab also claimed that the Indians have not reciprocated positive gestures from the Pakistani side. He noted that ISI Director General LTG Pasha had attended a Ramadan iftar hosted by the Indian High Commission in Islamabad in September 2009,but claimed that RAW Director K C Verma has not attended any similar Pakistani-sponsored events in New Delhi. Afrasiab also complained that while Pakistanis are able to watch Indian television channels and through them,gain a better understanding of India the Indian government has not granted Pakistani television broadcasters access to the Indian market.

FS Rao said India positive on defence agreement

Then Foreign Secretary Nirupama Rao indicates to US Ambassador that India is positive on defence pact for a Logistics Support Agreement. Says India shares US perspective but needs to educate naysayers. Defence Minister AK Antony has been the most vocal opponent of the pact.

Cable: In response to Ambassador Roemers suggestion that Secretary of Defense Gates would likely raise the possibility of making progress on the defense foundational agreements,Rao noted that agreements like the Logistics Support Agreement (LSA) should not be controversial…. Rao dismissed an interjection from Joint Secretary for the Americas Gaitri Kumar about political apprehensions, saying that such concerns are a hold-over from the prior era in which the Communist party constrained foreign policy. She said the… the only issue now was how to educate naysayers.

NSA Narayanan joked about wishing to defect to US
Jan 28,2010:
Outgoing NSA M K Narayanan meets Special Representative for Afghanistan and Pakistan Richard Holbrooke and tells him about priorities for Bengal,jokes that he wants to defect to the US.

Cable: Narayanan said the Prime Minister had directed him to look after no less than seven issues in the politically complex state: (1) border issues with China; (2) military basing issues in Siliguri; (3) the Gorkhaland independence movement; (4) the on-going Naxalite/Maoist insurgency; (5) illegal migration from Bangladesh; (6) the politics of the Communist Party of India-Marxist (CPI-M); and (7) Mamata Bannerjees All India Trinamool Congress. Considering this challenge,Narayanan quipped that he had considered defecting to the United States because he often felt he had more friends there than in India.

Indias experience can help Afghanistan: Gen VK Singh

Cable: While stressing that there is no one-size-fits-all counterinsurgency strategy,he conveyed his personal,unofficial view that the Indian Armys experience in reintegrating northeast insurgents may be of some value to the international community as it examines counterinsurgent reintegration in Afghanistan.

After 26/11,Menon assured US India is sitting mum

Menon tells top US officials that India is not doing anything to provoke Pakistan after the Mumbai attack.

Cable: Menon wanted the US to be clear that India was not deliberately raising tensions,stating that no one is mobilizing and were sitting mum. … Menon suggested that perhaps the Pakistan Government was engaged in displacement activity, fueling the controversy to shift attention away from reports of ties between the terrorists and Pakistan. The last thing we want is to get into a public argument with Pakistan, said Menon,adding,Public anger is already growing,with people saying that if Pakistan was linked to the attacks we should say so clearly and take action.

26/11: PM said never seen more anger in public life

PM Singh tells visiting Senators McCain,Lieberman,Graham and the US Ambassador that the Mumbai attack was launched from Pakistan and the mood in the country is of intense anger.

India was not prepared for Mumbai attack: Menon

Foreign Secretary Menon and NSA Narayanan told visiting US Deputy Secretary Negroponte Mumbai attack was our 9/11.

Cable: Narayanan confided that Indian security forces were not prepared for the commando-style attack in Mumbai,labeling it our 9/11 and the beginning of a new era of conflict. The Mumbai attacks hit three targets,but information from Zarrar Shahs computer pointed to another eight or nine Indian targets.

Sonia: Suspicion of MNCs due to Enron experience

Chidambaram asks US for phone-tapping tech
March 3,2009:
In a meeting with visiting FBI Director Robert Mueller,Home Minister asks for access to high end phone-tapping technology.

Cable: Chidamabaram said that Indian law enforcement did not have the capacity to trace cell phone calls beyond the telephone transmitting tower to places where the call originated. He requested access to such technology with India,if it exists. Mueller responded that he would have to inquire whether the FBI has the capacity to go beyond the transmitting tower to the physical origin of the call through triangulation.
