PowerMin seeks Cabinet nod to repatriate DVC chairman

In view of a number of pending vigilance complaints and directions from the Central Vigilance Commission (CVC) to revisit the decision to appoint Subrata Biswas as chairman of Damodar Valley Corporation (DVC), the power ministry has sought approval from the Appointments Committee of Cabinet (ACC) to repatriate Biswas to his parent cadre.

In a letter, sent to the department of personnel and training (DOPT), a copy of which is with The Indian Express, the ministry has stressed upon the letter written by the CVC regarding adverse vigilance report against Biswas. Earlier, on October 13, the ministry had promoted Biswas from DVC's secretary to its chairman. However, CVC secretary KS Ramasubban wrote to power secretary H S Brahma on October 20 stating: "It is not understood how the ministry processed his appointment without vigilance clearance form the Commission."

Ramasubban had informed the ministry that in a case arising out of the chief technical examiner (CTE) examination of some works in DVC, a disciplinary action was ordered against Biswas by CVC. The Commission also had intimated the ministry that in two more cases, disciplinary actions were ordered against Biswas. Under these circumstances, the Commission had asked the ministry to revisit their decision to appoint Biswas as the chairman of DVC. On efforts by The Indian Express to get the power minister Sushil Kumar Shinde and power secretary HS Brahma to comment on the issue of Biswas's removal, they evaded to talk on the issue.

The ministry had earlier sought vigilance clearance for Biswas in April, but CVC had asked for his biodata and his service record for at least 10 years. Before it could provide the desired information to CVC, the ministry recommended his appointment without vigilance clearance to the DoPT, which then obtained the approval of the ACC.
