Principals’ row takes toll on DAV College admissions

The admission process at the DAV College in Sector 10 may come to a grinding halt even if its Managing Committee goes ahead with the admission with Shashi Gupta as the principal.

With just 20 days to go before the new academic year begins,prospectuses have not been printed yet

The admission process at the DAV College in Sector 10 may come to a grinding halt even if its Managing Committee goes ahead with the admission with Shashi Gupta as the principal.

While the managing committee has clearly kept Dr B C Josan out of admission process,terming it a policy decision,the Panjab University is accepting only Dr Josan’s signature as the college principal.

With an average intake of around 5000 students every year,the college has still not been able to release the prospectus for admissions. The numerous queries received by the college staff from the anxious students and their parents from the city and outside every day since the results of Class XII were declared have failed to move the college authorities or the managing committee.

According to the University academic calender,the new session will start from July 7. Even now,the date for release of prospectus has not been fixed. Earlier the date for release was announced as June 20,which has been further postponed to June 22. Shashi Gupta,the officiating Principal said,“The DAV Managing Committee has already ordered the prospectus for publishing. Hopefully,these would be released soon. The delay has been only due to the matter being subjudice as before initiating the admission process,the committee was waiting for the High Court’s judgment.”

Reiterating the managing committee’s decision,Gupta added that as the Punjab and Haryana High Court had clearly directed that Dr Josan should not take any policy decision with respect to the functioning of the college,he has been kept out as the admission is a financial matter as money is involved in both releasing the prospectus and accepting the fee from students.

On the other hand,Dr Josan in an attempt to justify his stand in seeking permission from the committee regarding college prospectus said,“How can the normal admission procedure can be termed as a policy matter. I have not asked for introducing any new course,increasing the admission fee or any change in the procedure.”

Citing the PU Calender rules pertaining to the powers and functions of an affiliated college principal Dr Josan said,“As per rules,admission,promotion and detention of students are termed under functions of a principal,then how can it be termed as policy decision.”

As a rule,after the admissions,the college will be required to submit the list of students to the Panjab University for approval. Since,Dr B C Josan was clearly forbidden by the managing committee from even getting the college prospectus printed for the session 2011-12,it is certain that he will be kept out of the entire admission process.

In a recent similar incident where Dr Josan was kept out of the college functioning,the University denied to recognise Shashi Gupta’s signature and returned the application asking the college to get it signed by the other counterpart.

The request was pertaining to the nominations sent for selection of examination co-ordinators at the college.

Finally,the application undersigned by Dr Josan was accepted by the University,approving on his suggestion Vinod Sharma as the chief examination co-ordinator.
