Ghuman Singh of Himalaya Neeti Abhiyaan has also raised a question over the manner in which the government issued the notice of public hearing. “It was circulated through newspapers on February 16, whereas legally it is required to be issued at least 60 days in advance. The government should also have circulated the detailed project report and other agreements with the implementing agency before the hearing so that people know what is actually going on,” he said.
