Police personnel at the Hazrat Nizamuddin police station have a new job at hand — learning how to issue proclamation notices against absconding offenders.
Noting lapses on the part of policemen, a city court has directed the police station in-charge to ensure his subordinates are aware of the technicalities and do not falter in the future.
The court direction came in a case of attempt to murder and obstructing a public servant, registered at the police station in April 2006. The FIR had named Raj Kumar, Iqbal and Mehboob as accused. While the first two were arrested and subsequently released on bail, Mehboob remained absconding.
When the police failed to nab Mehboob, the court initiated proceedings against him to term him a proclaimed offender. Last December, the court ordered the officials of the police station to do the needful in accordance with legal provisions.
A constable was assigned the task, however, the court noted that he had not executed its order in a proper manner. Not only was he unsure about the date of making the notice public, he had simply put it up on the court’s notice board, instead of getting it published in a newspaper, as per the requirement.
Terming his response “unsatisfactory”, the court issued fresh directives, with a clause that the task was to be given to a police officer not below the rank of an assistant sub-inspector. This time too, the job was given to a constable, and was not executed properly.
