Punjab Police equipped to investigate case against retired SSP: CBI to HC

Mohan Singh, aggrieved patwari, had filed a petition in the court stating that due to some dispute, the then SSP Vigilance Bureau Patiala, Shiv Kumar, had got him falsely implicated at Ferozepur in an FIR because Singh had demanded an official fee of Rs 20 from Kumar to hand over the copy of a land record in 2009

The Central Bureau of Investigation (CBI) on Wednesday informed the Punjab and Haryana High Court that the Punjab police is well equipped and has trained investigating officers in its CIA staff and crime branch to investigate a case in which an FIR was registered at Ferozepur against retired SSP Shiv Kumar for implicating a patwari in a false case.

However, the CBI also informed the court of Justice R N Raina that this case did not fall under the basic guidelines laid down by the Supreme Court in a case of State of West Bengal Versus Committee for Protection of Democratic Rights for CBI investigation into cases.

Mohan Singh, aggrieved patwari, had filed a petition in the court stating that due to some dispute, the then SSP Vigilance Bureau Patiala, Shiv Kumar, had got him falsely implicated at Ferozepur in an FIR dated January 11, 2012 under Section 406/420/120-B through SSP, Vigilance Bureau, Ferozpur, Jaspal Singh.

It was alleged that Shiv Kumar had implicated the petitioner in a false case because the petitioner had demanded an official fee of Rs 20 from Kumar to hand over the copy of a land record in 2009.

The court was informed that on the orders of the Punjab government, IAS officer Khahn Singh Panu had conducted the inquiry and submitted the report in favour of the petitioner. It was further submitted that on the basis of this report the police had registered an FIR against Shiv Kumar and others.
