
A case of murder was registered in the matter in Raipur Police Station late on Monday night. The police personnel have also been charged with rioting while being armed with weapons and criminal intimidation.
Dehradun’s new Senior Superintendent of Police (SSP) Abhinav Kumar told The Indian Express, “An FIR has been lodged against 14 police personnel on the basis of complaint lodged by victim’s father RP Singh.”
Regarding the role of Dehradun police in the further investigation of the case, he said, “We will facilitate the CID in its probe by providing them all the documents and other ways.”
The CID team headed by Assistant Superintendent of Police (ASP) Vimla Gunjyal began its work from the Raipur Police Station. “We have started collecting documents pertaining to the case and will be visiting the site of the encounter soon besides talking to the eyewitnesses,” she said. She did not specify the time by which the probe would be over.
The team also inspected the motorbike that had been recovered from the spot on which the deceased Ranbir Singh was said to be attempting to flee. According to the police, the bike was a stolen one and belongs to a resident of Ahir village of Panipat in Haryana.
The purpose of Ranbir’s visit to Dehradun continues to be a mystery.
While his family members have been saying that he had come to the city to join a private firm in Selaqui, the firm officials have stated that they had no intimation of anyone was coming to join their team. They also say that they were not aware of any recruitment done through a campus interview at the private institute at Meerut from where Ranbir had done his MBA two months back.
Meanwhile, the National Human Rights Commission (NHRC) while taking suo motu cognizance of the matter has recommended an enquiry by the Central Bureau of Investigation (CBI).
The NHRC has observed, “The Commission has observed that such reports of police brutality, if true are not only violative of human rights but also an insult to the civilized society which we claim to be. It is imperative that such incidents are independently and impartially probed and the delinquent police personnel are brought to book. The NHRC has issued a notice to the Director General Police, Uttrakhand, directing him to submit a detailed report in the matter and also to forward the post-mortem and inquest reports to the Commission within the two weeks.”
Considering the gravity of the matter, the Commission has expressed its opinion that the matter should be enquired in to by the CBI which has the expertise and credentials to investigate such matters.
“The Commission therefore, has requested the Government of India to lend the services of CBI and convey its concurrence to CBI enquiry within three days. After the Central Government gives it concurrence the CBI will expeditiously enquire in to the matter and submit the enquiry report to the Commission within six weeks,” said a NHRC spokesperson.
Uttarakhand Chief Minister Dr Ramesh Pokhariyal Nishank has already hinted that he is ready to hand over the case to the CBI provided the deceased’s parents want and express dissatisfaction at the investigations of the state CID.
In a related development, Nishank has also ordered a CID probe into the murder of Anshu Nautiyal that had rocked Dehradun on May 25 when her body had been recovered from a sack near the District Magistrate’s residence. Dehradun Police claim to have solved the case and had arrested an employee of a book shop in the matter stating that he had murdered the girl to frame her parents as they were opposed to his marriage with their daughter.
However, the parents and relatives of the deceased have been alleging that there were others who were involved in the murder. The parents of the deceased had met Nishank on Monday night and had put forward their demand for a fair probe into the killing of the 19 year old girl.
