'Rent-a-cycle' launched at 3 metro stations

    The Delhi Metro Rail Corporation on Thursday launched an eco-friendly initiative to promote cycling at Delhi University's three stations.

    Starting Thursday, commuters can take cycles on rent at the Pragati Maidan metro station, IP station and Patel Chowk metro station for Rs 10 for every four hours. To encourage more cyclists to take the Delhi Metro trains from its station, DMRC also inaugurated a cycle stand to accommodate 50 cycles.

    According to DMRC officials, the 'rent-a-cycle' facility will be extended to all parking sites of Delhi Metro by yearend. The number of stands at each station would depend on number of cycle users. At Seelampur, for example, the stand would accommodate 600 cycles, for officials say close to those many are parked there every day.

As per the present calculation, it would come to Rs. 30 for 9 hours of renting, which no office goer would be able to afford. Or the other alternative could be to follow the "Paris Model", where you can leave the cycle after your use at several designated places in that city.

    Delhi Metro and Delhi VATBy: Suman Duggal | 05-Feb-2009 Reply | Forward Sir,The DMRC may have to pay Value Added Tax under the Delhi VAT ACt for renting of the cycles as it would fall under the category of "right to use goods" which is defined as 'sale'. Therefore, when DMRC issues receipt to the person who hires the cycle it should split the charge between its rental charges and tax. Eg. out of Rs. 10, Rs. 9.6 has to be shown as its charges and Rs. 0.4 as VAT. Of course this would further depend on the question whether the taxable turnover of DMRC crosses the threshold fixed under the Delhi VAT Act.
