Rights panel moves HC, seeks judicial probe

  • A human rights agency, People’s Union for Civil Liberties (PUCL), on Thursday approached the Uttarakhand High Court to seek inquiry by the Dehradun District Judge, along with the CBI probe, into the case of alleged fake kidnapping of 24-year-old Ghaziabad youth, Ranbir Singh.

    The High Court, meanwhile, had asked the state government to file an affidavit on the status of the case.

    The affidavit was filed on Friday by the Nainital District Magistrate informing the court that a CBI inquiry into the matter has been recommended and due notification has been made.

    PUCL lawyer Siddharth Shah told Newsline, “We have approached the High Court with four requests — an inquiry into the case be held by the District Judge of Dehradun; compensation, according to the norms, be paid to the family of the deceased; CBI investigates the case; and the procedures laid down by the National Human Rights Commission for encounter deaths be followed.”

    The case will come up for hearing on July 21, when noted lawyer from Uttar Pradesh, Ravi Kiran Jain, will be appearing on behalf of the PUCL.

    CBI sources at Delhi, meanwhile, said the agency is yet to register a case, following which the investigations will start from scratch. The state CID is, however, continuing its investigations.

    According to the recent investigations, the motorcycle on which Ranbir and his friends were travelling was stolen from Delhi and not from Panipat, as the earlier probe had indicated.

    The CID team is also recording statements of the accused.
