‘RTE implementation slow in Punjab,Haryana,Himachal’

While a number of issues pertaining to the implementation of the Right to Education (RTE) Act 2009 are yet to be resolved by the UT Administration,educationists from neigbouring states have revealed that the situation is similar in their states as well.

A number of educationists from Punjab,Haryana and Himachal Pradesh who had gathered to discuss the various provisions of the Act and the statutes of its implementation in the respective states said that the private schools in their states are very reluctant to admit less privileged children.

Punjab Convenor of Wada Na Todo Abhiyan,Manmohan Sharma,said,“The schools are resistant to admitting children from the economically weaker sections of society as mandated in the Act. Many of the schools in Punjab have allotted these RTE-reserved seats to children from Scheduled Castes and Scheduled Tribes who are already studying in the school.”

“The child mapping survey conducted in all the three states shows disparities in the number of school dropouts when compared with the figures released in Census 2011. The number enlisted by the state Education Department is 10,000 in HP,14,000 in Haryana and 9,000 in Punjab,which is lesser than that listed in census data.” Sharma further explained.

Another educationist from Punjab,Laxmi Kant Bhatia expressed concern over the high public teacher ratio in each of the states,despite the RTE’s specified ratio of 40 students per teacher. “Due to the high pupil teacher ratio in the schools,the quality of teaching has fallen down.The teachers are highly overworked,” said Bhatia.
