In a significant move aimed at bringing transparency in judiciary, the Supreme Court on Friday said it might examine the plea for initiating audio or video recording of court proceedings.

While refusing to pass any immediate direction on an appeal filed against a Punjab and Haryana High Court order, a Bench headed by Chief Justice K G Balakrishnan, however, said it (the plea) would be considered during the hearing of another petition on judiciary-related reforms, filed recently.

“We will consider it (recording of proceedings) in another petition relating to judicial reforms,” the court said, referring to the PIL filed by an NGO, Janhit Manch, in which the court on April 15 had issued notice to the Centre.

The NGO, through advocate Prashant Bhushan, pointed out several problems faced by the judiciary which resulted in shortage of quality judges, pendency of cases at various levels and the non-implementation of reports of various committees to improve the working of courts.

Meanwhile, during Friday’s hearing, Bhushan submitted that the audio or video recording of the proceedings would help in bringing “transparency” in judicial proceedings. “The videographed proceedings will be beneficial for carrying out judicial review and will benefit the public at large. The facility will also go a long way in ensuring that the oral arguments advanced in respect of a case will also form part of court records,” he said. Bhushan said recordings would leave no complaint over the arguments put forward in a case.
