‘Serious lapses in Village project’

The CAG audit report has pointed out that DDA decision to select Emaar MGF for building the Commonwealth Games Village.

The CAG audit report has pointed out that Delhi Development Authority’s (DDA) decision to select private developer Emaar MGF for building the Commonwealth Games Village on a public-private-partnership model was ridden with irregularities.

In response to the DDA’s request for proposal to hire a private developer,two bids were received,from Emaar MGF Constructions Private Limited and DLF Limited,the CAG report states.

“While DLF’s conditional bid was summarily rejected without any interaction or negotiation,DDA chose to engage in a series of correspondence with its financial consultants,legal advisors and Emaar MGF Constructions Private Limited to find solutions to address the deficiencies in its proposal,” the report reads.

The floor-area-ratio (FAR) constructed by the developer substantially exceeded not only the sanctioned plan,but also the maximum permissible FAR under the Master Plan for Delhi-2021.

“Emaar MGF illegally constructed 17 additional dwelling units in the basement meant for parking.”

Quality of construction

The CAG report takes note that DDA’s third party independent quality inspection agency for the residential parts of the Village — the Central Building Research Institute,Roorkee — pointed serious lapses in construction work through 13 reports.

DDA response

Responding to CAG report,a DDA spokesperson on Friday said the technical bid of the DLF Limited laid down seven conditions,including an assurance from the DDA to obtain all approvals from statutory authorities within three months of signing the development project.
