Sibal: HRD or S&T?

  • As minister of Science and Technology in the previous government, Kapil Sibal always showed interest in the Ministry of Human Resource Development. Now as the HRD Minister, it seems, he is unwilling to break away from S&T. Last week, Sibal travelled to Germany to attend a gathering of scientists and researchers at the prestigious Lindau Foundation. It is an annual programme that the Department of Science and Technology (DST) regularly participates in and has nothing to do with HRD. Curiously, the foundation invited only Sibal, leaving out current minister in charge of DST Prithviraj Chavan. While Sibal justified his trip on the grounds that he was being inducted as a member of the Honorary Senate of the foundation, officials at the DST managed to arrange a late invite for Chavan.
