Sibal reverses Arjun Singh: IIMs can set up campuses abroad

  • Human Resource Development minister Kapil Sibal said today that the government does not have any objection “in-principle” if the Indian Institutes of Management (IIMs) want to set up campuses overseas.

    He said this after a meeting of the IIM council, the first after he took over in May this year. “IIMs are a global brand,” said Sibal. “The IIMs have a national commitment but we will not hold them back if they want to go international. We have in-principle no-objection to IIMs setting up campuses abroad.”

    He said he had suggested that IIMs should join forces to set up these overseas campuses although the final decision rests with them — whether they want to do it alone or by joining hands. The IIMs will come back to the Minister with a proposal by January next year.

    Sibal’s position is in contrast to that of his predecessor, Arjun Singh, who had in 2006 prevented the IIMs

    to set up campuses abroad. IIM Bangalore had wanting to set up a Singapore campus in 2006, which was rejected by the HRD Ministry under Singh.

    Sibal also said that the appointment of directors and board members of the IIMs will be done through an independent collegium from now on.

    “The collegium will suggest names for appointment of the board members and the directors. The composition of the collegium will be from various spheres, from academia, industry etc,” Sibal said. He said that the number of members in each IIM’s board of governors will not be more than 13.

    Welcome stepBy: L.C.Bilandani | 17-Oct-2009 Reply | Forward The HRD ministries decision to allow IIMs to set up thier branches on foriegn soil is a welcome step in right direction.To interfere with these institutes working alleviates the intelligentia from them.These institutes have potential to earn valuable foriegn exchange and if only education sector is looked upon as Industry to expand and have freedom to conduct courses etc. our institutes will get desired result as the major foriegn exchange earner and India can develop thier institutes on the pattern of Australia,England,US and Canada etc where our students go to study sub standard courses except ofcourse few like Oxford,LSE,Cambridge.We have great potential in education sector and it is yet to be exploited.If it is developed sincerely our students will stop getting thrashed as in Australia,US etc.The same pattern of giving freedom to set shop abroad be given to IITs and other institutes of repute including medical colleges and other engineering colleges as we are best in the field.

    IIMsBy: GNS | 17-Oct-2009 Reply | Forward Good sense prevailed at last.These IIMs will grow in academic reputation and financial strength if the government loses its grip on them while at the same time gradually reducing financial support.No alumni would like to support their IIM if the government is known to keep its hand in the till.Only broad policy are to be given by HRD Ministry,not micro-management by HRD Babudom.With little government supervision,IT sector boomed in 1980s onwards.So would the the higher education sector if government exits from its control regime on faculty remuneration,lateral or geographic expansion,periodic reporting etc.
