The Central Administrative Tribunal (CAT) has dismissed the plea of senior IFS officer Veena Sikri, challenging the decision to promote Shivshankar Menon as Foreign Secretary.
The Bench headed by Justice M Ramachandran gave the decision recently. The Government had submitted that the appointment of the Foreign Secretary did not constitute a promotion needing strict compliance with the guidelines laid down by the Department of Personnel and Training. The Bench also referred to Sikri's delay in filing her application on a matter which should have been taken up within three months of the appointment.
