Six months after Uttar Pradeshs environment policy draft was circulated among various state departments,its finalisation has been held up following an objection of the Irrigation department. On the policys proposal that treated sewage be discharged into rivers,the department has contended that the same can be better used for irrigation.
The Irrigation department has said that treated sewage contains chemicals like potash and phosphate,which help in irrigation. Also,the sewage treatment plants (STPs) do not treat sewage fully,but only reduce the percentage of pollutants,argued the department,adding the discharge of treated sewage water into the river will not improve the quality of river water. The matter was discussed at a meeting between officials of the Irrigation department and Environment department on Thursday. We assured the Irrigation department that treated sewage water will be used for irrigation wherever possible. The remaining treated sewage would be discharged into the river, said Alok Ranjan,Principal Secretary,Environment.
The Irrigation department will soon submit their views,following which the policy draft would be placed before the government for approval,said Ranjan.
Ravindra Kumar,executive engineer,Irrigation department,said: STPs do no treat sewage completely. We suggest the use of treated sewage water for irrigation.
Environmental expert in the department Dr Seema Srivastava added: Towns should be identified where conditions are not favourable for 100 per cent treatment of sewage. The policy should incorporate the steps required for sewage treatment at such places.
After preparing the draft policy,the Environment department, in January,had invited objections from various government departments.
All other departments have given their nod to the contents of the policy. But the objection from the Irrigation Department is holding the policys progress, said an Environment department official.
Once the environment policy is approved,the government will have to keep its recommendations in mind while formulating policies and schemes for economic and social development of the state.
