State govt has funds, but no planning to utilise it: UPCC

The Uttar Pradesh Congress has alleged that the state government has spent only 35 to 40 per cent of its budget of Rs 2,10,000 crore for the year 2012-13, although only two months of the financial year are left.

Terming it a "matter of concern", Uttar Pradesh Congress Committee (UPCC) spokesperson Amarnath Aggarwal said in a statement on Thursday that it only shows the wrong development policy of the state government. "The state government has funds but in absence of solid policies and plans, there is lack of development in various sectors," Aggarwal said.

"For example, there was a budgetary provision for construction of colleges in 138 blocks; a plan for opening model degree colleges in 36 districts, polytechnics in unserved districts, 3,466 new primary and 421 upper primary schools and construction of boundary walls of 52,834 schools, which could not be completed," he said, adding that educational institutes which were to be opened in Muslim majority districts have suffered a similar fate.

He said: "It is ironical that upon request from Chief Minister Akhilesh Yadav, and to ensure that the state's development is not hampered due to lack of funds, the state was provided a special package by the Centre."
