T S Thakur to take oath as SC judge tomorrow

<i>He will be replaced by Justice Mukul Mudgal as the Chief Justice of Punjab and Haryana HC</i>

Chief Justice of Punjab and Haryana High Court Tirath Singh Thakur will take oath as a Supreme Court judge on November 17 in Delhi. He will be replaced by Justice Mukul Mudgal of the Delhi High Court.

Justice J S Khehar of the Punjab and Haryana HC has also been transferred as Chief Justice of the Uttarakhand High Court. Justice Khehar will serve as the acting chief justice here,till Justice Mudgal takes charge.

Also,Justice Nirmal Yadav,who has been given a clean chit in the controversial cash-at-judge’s-door case,will take over as first puisne judge of the Uttarakhand HC.

Justice Thakur received considerable appreciation during his stint in Chandigarh. Particularly,his idea of taking assistance of retired judges in deciding old cases was appreciated by the Chief Justice of India,K G Balakrishnan. Justice Thakur will also be be remembered for authoring the Dabwali fire incident pronouncement,in which not only did he enhance the compensation to the kin of the deceased and victims,but also increased the liability of the Haryana government for its negligence. He,along with Justice Kanwaljit Singh Ahluwalia,also quashed the illegal allotment of industrial plots to various IAS and MP/MLAs in Bhiwani.

Justice Thakur,BSc,LLB,was born at Batroo in Ramban district of Jammu & Kashmir in 1952. He was enrolled as a pleader in October,1972,and joined the chamber of his father,the late D D Thakur. His father was a judge at the High Court of J&K,the finance minister of the state in Sheikh Abdullah’s government. He rose to the position of Deputy CM later,and then served as governor of Assam and Arunachal Pradesh.

Thakur was first appointed as an additional judge of the HC of J&K on February 16,1994,served in Karnataka and Delhi before joining as chief justice of the Punjab and Haryana High Court in 2008.
