Take bull by the horns,appear before PAC,Sandeep Dikshit wrote to PM

The letter is part of documents accessed through the RTI by advocate and RTI activist Vivek Garg.

Claiming that only Prime Minister Manmohan Singh or Congress president Sonia Gandhi had the “credibility” to change the public mood against the government,Congress MP Sandeep Dikshit had suggested,in December last year,that the Prime Minister take the “bull by the horns” and offer to appear before the Public Accounts Committee probing the 2G spectrum scam then.

“While many of our leaders may say things contradicting this view,it is only Smt Gandhi and you (Prime Minister) who have a credibility in people that can turn public opinion. My suggestion is that you take the ‘bull by the horns’ as they say and write to the Public Accounts Committee and offer to appear before it to clear whatever they want to know from you. This will electrify the entire situation and will be a game changing move,” Dikshit had written in a letter to the Prime Minister on December 14 last year.

The letter is part of the documents accessed through the Right to Information by advocate and RTI activist Vivek Garg. This same set of documents had produced the March 25,2011 note by Finance Ministry which has been the centre of a major controversy in the last few days.

Dikshit’s suggestion was made amidst repeated disruptions in Parliamentary proceedings by the Opposition parties that had been demanding the constitution of a joint parliamentary committee to look into allegations of corruption in the allocation of 2G spectrum. The government,earlier this year,had conceded the demand for JPC even while the PAC continued its deliberations on the CAG report relating to 2G spectrum allocation.

In his letter,Dikshit said both the government as well as the Congress party had been “both late and lazy” in putting across the real picture to the nation. In such a situation,Prime Minister’s offer to appear before the PAC can be a “confidence building shock”.

“Whether the PAC speaks to you or not,this unprecedented move would,once and for all establish yours,and your government’s credibility in the eyes of the people,and put all speculations to rest. Sir,politically we need to convince a doubting and unbelieving nation of our government’s integrity,” Dikshit said.

“I have written to you and made this suggestion,with humility,and with great concern at what is being spoken and believed in the streets of our country. We cannot and should not be the ‘fall guys’ in this episode. You have been a beacon of hope for all of us and a trend setter in many areas. This step of yours will set a completely new benchmark of probity and integrity in public life. Only you can do it,” he said.
