Talking to Pakistan: Four Lessons

  • As New Delhi grapples, once again, with the question on when and whether to talk to Islamabad, here are four lessons that stand out from the recent history of Indo-Pak diplomacy.

    The first lesson is that the Prime Minister of India must rely on his own instinct rather than the assessments of either the bureaucracy or his Cabinet colleagues. To generate progress with Pakistan, the PM must be prepared to defy the conventional wisdom within his own government. Dr. Manmohan Singh and his predecessor Atal Bihari Vajpayee would testify that breaking or making talks with Pakistan has been the prime ministerial prerogative and based solely on the leader’s judgement of the national mood and the opportunities across the border.

    The second lesson is that the formal mechanism for engaging Pakistan may be necessary but not sufficient to move forward. The so-called composite dialogue between India and Pakistan has produced many useful outcomes in the last few years, but has been difficult to sustain. It has been accident prone and an easy target for the opponents of the peace process in both countries. Every time there is a major terrorist attack on India, it has somehow become New Delhi’s political burden to decide whether to continue the dialogue or not. The only way out is to reduce the salience of the official negotiations.

    The third lesson is that India can’t talk Pakistan out of supporting anti-India terrorist organisations. The composite dialogue for example was premised on a simple bargain. Pakistan would create a violence free atmosphere and India would negotiate purposefully on Kashmir. This bargain held for a couple of years during 2005-07, but has collapsed since. The only way India can stop terror from across the border is to become a little more unpredictable and make it costly for the Pakistan Army to support violent extremism against India.

Was India not one country for God knows since when? How have people benefitted by having two ( and now three) arificialy created countries? Problems created by partition will never be solved. Now it is Kashmir. After this it will be water, then minorities and then something else. It is still time to undo the damage done. Once old timers are all dead and gone then there will be off and on in-fighting and calamities. What happened to Lal Kishen Advani who used to talk about Confederation!!!!!

Our Army is fighting terrorists in NWFP to bring peace to the region. On the other hand we are keeping our eastern border peaceful. Pak-India peace process started in Jan. 2004 and there is peace in LOC since then. Most recently there was uprising in Indian held Kashmir due to rape and murder cases. This is the root cause of Kashmir problem. People of Kashmir demand justice. This time around Pakistan is not trying to take advantage of that situation but we only sympathise with those people who suffer in this valley due to injustice. My sympathy goes to those two girls which are being killed after rape. Isn't human rights suggest that we stop these unjustices to the people of Kashmir without considering the race and religion. These womens are our Sisters and Mom. We should not let politicans rule by doing injustices to our people. Let people of Kashmir live in peace. They suffered a lot in last sixty years.
    Raja wants peaceBy: kk | 06-Oct-2009 Reply | Forward Raja wants peace and it appears that India don't want peace with the Pakis.Raja peace will come automatically if the terrorism culture directed against India is completely stopped and you should tell that to the terrorists in Pakistan.Stop worrying about Kashmir and two girls which were killed as this is Indian problem and not Pakis problem.Indian Kashmiris are much better placed than those POK. Pakistan is a problem for the world and sort out the problem there before you worry about India.Pakistan is sympathatic towards Kashmiris is a bull shit.Stop arming,financing and training to become terrorists. Pakistan openly supports terrorism and it is time the Pakis learned that they won't succeed. Don't give us this bull shit that Pakis are victims of terrorisms. You breed terrorism and it is Pakis blood to kill the Indian. Sort your ways and then talk to India. Kashmir was peaceful before Paki invaded it.

After Independence the rulers of Kashmir signed to have it as a part of India coz they realised that Pakistan wont let it stay independent and free. And so is the situation now....60 years on and Pakistan is just not over with its unsuccessful attempt to occupy Kashmir.Alright...they have a portion, but now why do you people want more....and as far as problems of Kashmir are concerned...they are far less in India than in Pakistan, the only difference is that Indian Kashmir has more autonomy and media reports the happenings.....whereas in Pakistan...they dont have autonomy....militants have curbed the rights of people and even the government doesnt allow media to expose any of the happenings.!!!

As a Pakistani i must say that until Kashmir issue is unresolved - all this will continue. u people need to seriously think about this in a positive way. From time to time u people had seen problems in Kashmir with or without Pakistans interference. For example just a few days ago some of your army pesonel had raped

The only problem with the Pakis is they have been completely brainwashed by the local media, ministers and the terrorists and mostly people like you form their opinions and start blaming Indian.Stop sending terrorists to India and you will find peace is not far off.Kashmir is another part of India and just keep your hands off and there will be peace.
    Talk to Pakistan about what and when they would execute another terrorist actionBy: Sumit Ghosal | 08-Jun-2009 Reply | Forward Pakistan being pathlogical india hater.Talking to pakistan makes little sense especially when it is expected that they are doing nothing about the terror buds in pakistan aimed at indian and preparing another plan to carry out more dastadly actacks.Pakistan is taunting india with hint of nuclear weapons strike.Options in front of india is few which should be first removal of no first use doctorine to enable us to talk with pakistan on even ground.Talks cannot be successful on uneven grounds.If attacks planned for india is not stopped and it bleeds innocent blood continuously then using our weapons to teach pakistan a lesson should be always kept a viable option.Pakistan understands only power,death and bombs.
