Two IAS officers, Rajeev Chawla and R S Pandey, have been selected for the Prime Minister’s Awards for Excellence in Public Administration for the year 2005-6. Chawla is secretary, Government of Karnataka, while Pandey is secretary, Ministry of Steel. The two bureaucrats would receive these awards on April 21, the Civil Services Day. According to an official release, Chawla has won the award for implementing Bhoomi, a computerised system for delivery, updating and safe storing of land records in Karnataka. Bhoomi enables citizens to access their land records easily and ensures transparency in the management of these records. Pandey, as Chief Secretary of Nagaland, conceptualised and implemented a programme to facilitate the participation of user community in the management of public institutions and services education, health and power. The increased attendance and enrolment at schools, improved availability of doctors, improved collection of electricity revenues as well as reduced power theft testified to the efficacy of the initiative.
