The Mayawati government’s decision to recommend ADG Brij Lal and three others for the President’s gallantry medal for killing dacoit Ghanshyam Kewat in an encounter in which four policemen were killed and six,including an IG and a DIG,were injured,has generated a controversy.

On June 18,2009,Kewat,carrying only a .315 bore rifle and four grenades,engaged over 300 policemen,equipped with AK rifles and automatic weapons,for three days before he was gunned down by a sub-inspector and four constables at Jamauli village in Chitrakoot district. However, the sub-inspector Jabar Singh and constables Mohammad Ali,Abhay Singh,Sanjay Singh and Shailendra Singh have been overlooked,kicking up a controversy.

A committee comprising top police officers had initially recommended names of Lal and the then SHO of Rajapur police station K K Mishra to DGP Karamvir Singh for the medal,without seeking report from then Chitrakoot SP on the sequence of event and role of various policemen in the encounter,sources said. But then PAC IG V K Gupta,then Chitrakoot DIG Sushil Kumar Singh and then officiating Chitrakoot SP Jugul Kishore wrote to the DGP,objecting to the committee’s recommendation. Gupta and Singh were injured in the encounter.

“After taking into account their objections,some other names were included in the list,” the DGP said. The names were Iqbal Ahmed and Veer Singh,both of whom died in the encounter. The other two policemen who died — Beni Madhav Singh and Shamim Ahmed — were left out of the list because they had “already been awarded the Chief Minister’s medal posthumously”.
