The state Police department has gone top heavy. Beside the DGP and six other DGs, the state Police now has 38 Additional Director General (ADG) rank officers.
There are only 14 sanctioned posts for the ADG rank officer, but the state government has been promoting officers every year. Four IG rank officers were promoted to the ADG rank on Sunday.
The officers are promoted to the ADG rank in the course of Departmental Promotional Committee (DPC) recommendations, even if they do not have work and responsibility commensurate with their rank.
The Training Establishment wing of the state Police is the most glaring instance where the government has created seven posts of ADG rank. While the Training Headquarters and Dr BR Ambedkar Police Academy, Moradabad have two posts of ADG rank, an ADG each is posted with the Police Training Colleges of Sitapur and Moradabad respectively. Another ADG is posted at the Arms Training Centre, Sitapur.
Director General Police Vikram Singh said: “The promotion of an IPS officer is evaluated at different levels. First, the state government decides over the requirement and then it is scrutinised by the Union Public Service Commission. The number of ADG rank officers in the state Police is justified.”
Asked about the posting of 7 ADGs in the Training wing, the DGP said: “The training of police force requires efficient supervision and the presence of more senior officers at various centres is justified.”
“We are considering getting more posts of ADG sanctioned by the government,” said Singh. According to an ADG rank officer, the apathetic attitude of the officers in the government has caused a chaos in the policing system.
