Union External Affairs minister Pranab Mukherjee said that the preliminary information suggested that 'some elements' in Pakistan were responsible for the terror strikes in Mumbai.
"According to preliminary information, some elements in Pakistan are responsible for Mumbai terror attacks," External Affairs Minister Pranab Mukherjee told reporters in Jodhpur.
"Proof cannot be disclosed at this time," he said, noting that Pakistan had assured India that it will not allow use of its territory for launching attacks against this country.
Pakistan had given this assurance at a meeting Singh and Zardari had on the margins of the United Nations General Assembly session on September 24.

Pakistan termed as ‘jingoistic’ India's contention that ‘some elements’ in that country are responsible for the Mumbai terror attacks and said there should be ‘no politics’ on the issue.
"Do not be jingoistic, understand the sentiments, understand that there are innocent people involved," an agitated Pakistan's Foreign Minister, Shah Mehmood Qureshi, said soon after External Affairs Minister Pranab Mukherjee talked about Pakistani linkages to the attacks.
"Do not play politics into the issue. It is a collective issue. We are facing a common enemy. We have to join hands to defeat this enemy," said Qureshi, who is in India since Wednesday.
Mukherjee, citing ‘preliminary information’, said in Jodhpur that ‘some elements in Pakistan are responsible for the Mumbai terror attacks’.
He refused to divulge details, saying ‘proof cannot be disclosed at this time’ but added that Prime Minister Manmohan Singh would talk to Pakistan President Asif Ali Zardari on the issue.
