The concession could be offered for plots up to 64 square metres, allowing only two plots to be merged, the advisory group on mid-term review of the Delhi Master Plan 2021 (MPD-2021) has recommended.
The master plan currently has no such provision and officials said the concession could benefit land owners in upcoming townships of Dwarka, Rohini and Narela.
An official said: “The maximum ground coverage, setbacks, parking, dwelling units, etc shall be for the amalgamated plot size. The local body will have to modify the layout plan accordingly.”
The recommendations proposed by the advisory group headed by Lieutenant-Governor Tejendra Khanna include increasing the maximum permissible height for buildings with stilt parking from the regular 15 metres to 17.5 metres.
An official said the advisory group brought down the initial proposal to cap the plot size for amalgamation at 100 square metres to 64 square metres.
“It was observed that amalgamation of plots bigger than 64 square metres might result in pushing out the lower income categories of beneficiaries for whom the original scheme was planned and may result in reduction of housing stock,’’ he said.
The recommendations will not have to be put up for clearance before the DDA or the Urban Development ministry, as the DDA vice-chairman has been delegated the power to issue public notices to invite suggestions and objections for these modifications
“The proposal for modification in the MPD-2021 will now be submitted with draft public approval of the Lieutenant-Governor for inviting objections/suggestions under Section 11A of DD Act,’’ an official said.
The modification of the maximum building height from 15 metres to 17.5 metres in case of provisions of stilt parking has been made keeping in mind the acute parking shortage in the city, the official said.
“This will help in encouraging people to create stilt parking in residential plots. Municipal officials had sent this recommendation to the Lieutenant-Governor for consideration earlier,’’ the official said.
Some modifications in public and semi-public facilities have also been recommended. “In case of plots allotted to political parties by the government land housing agencies, up to 15 per cent of maximum floor area ratio may be utilised for residential use,’’ the recommendations state.
