A sudden change in surrounding temperature leads to a change in body temperature and hence a change in the diameter of blood vessels. In case of the temperature suddenly changing from hot to cold, the dilated blood vessels contract. This contraction is responsible for the headache. To avoid this, do not subject your body to an abrupt change in temperature. Try and wait for a while in the shade before you more into an air-conditioned area. And this should be done not just in summers, but throughout the year.
The dry skin problem is normally said to happen during winter. Mine happens in summer. Not only does the skin get very dry and flaky, even my hair becomes very dry, even though I drink enough liquids. Even regular moisturising does not help. Reena Desai

You are suffering from xerosis, in which there is a lack of a particular fatty acid in your body which is required to regulate moisture. Consult a dermatologist who will recommend a combination of moisturiser and steroid cream. It should be noted that this is not a simple case of dryness but a skin disorder.
