Justice Mathur to chair Armed Forces Tribunal

New Delhi, August 27: After being hit by a series of delays over the past two months, the Armed Forces Tribunal (AFT) has got back on track with the appointment of former Supreme Court judge, Justice Ashok Kumar Mathur as Chairperson of the Tribunal. Mathur, who retired as a judge of the Supreme Court on August 6, will take charge of the Tribunal and will oversee the setting up of its principal bench in the capital and the appointment of key personnel.

As The Indian Express had reported earlier, Justice Mathur was one of the top contenders for the post. His appointment is expected to speed up the setting up of the tribunal, which is the armed forces version of the Central Administrative Tribunal (CAT). The tribunal is meant to give a quick reprieve on grievances ranging from promotion, pension, court martial and appointment for defence personnel.

After his appointment, Mathur said his priority would be to get the principal bench in Delhi functional at the earliest. “We also have to make a lot of recruitments. Everything needs to be streamlined as we are starting from scratch,” Mathur said.

The tribunal will start functioning by October from the Sena Bhawan, and will later be shifted to a permanent location. It is learnt that Rs 1 crore has been sanctioned for developing infrastructure for the tribunal at the Bhawan.

Earlier, August 15 had been set as the deadline by Defence Minister AK Antony for setting up the tribunal. But the three services could not resolve differences over the allocation of posts for the principal bench. Though the Cabinet approved the creation of posts for the tribunal last month, a bitter quarrel had broken out amongst the services over the number of members that would represent each of the armed forces at the tribunal.
