New Delhi, August 30: Setting an ambitious target of skill upgradation for 500 million youth by 2020, Prime Minister Manmohan Singh today said the UPA Government had fulfilled “much” of its commitments in the National Common Minimum Programme (NCMP) in the past four years.

“I am happy to say that in the last four years we have accomplished much in keeping with our commitments,” Singh said, after giving away the national awards to micro, small and medium entrepreneurs here.

He said small enterprises play an important role in ensuring inclusive growth which is also regionally balanced. “The NMCP underscores this,” he added.

Singh said his government has been able to address “long standing issues through major institutional reform measures”. With a demographic advantage, education and skill development can be India’s global opportunity, he pointed out.
