India agrees to more tweaks in NSG draft

New Delhi, September 2: India remains unwilling to concede any of the key demands made by countries skeptical of the civilian nuclear deal in the Nuclear Suppliers Group (NSG), but has agreed that the NSG can call for an “extraordinary consultation” between members of the group in case of certain special circumstances.

This, sources said, builds in a response for any situation — including nuclear testing by India—¿ for which some members have been demanding a provision for periodic review.

The new draft also contains a provision for individual NSG members to inform the group of exports being made to India under the nuclear initiative.

Conceptually, there are also references that reflect a new partnership between the NSG and India to further non-proliferation objectives. This, sources said, aims to address demands that India should make binding commitments on the CTBT and NPT.

China on Tuesday sought to balance a strident comment published in state mouthpiece People’s Daily on Monday, saying it had been “positive” in its approach at the NSG.

Chinese Foreign Ministry Spokesperson Jiang Yu expressed hope that the NSG would “strike a balance between nuclear non-proliferation and peaceful use (of atomic energy)”. Monday’s commentary in the People’s Daily had described the India-US deal as a “major blow to the international non-proliferation regime”.
