Bhubaneswar:: Without sounding critical of Orissa Chief Minister Naveen Patnaik, Union Home Minister Shivraj Patil on Wednesday said the situation in riot-hit Kandhamal district was not normal.

"The houses were deserted, shops were closed and it appeared the houses were also closed. We could not find any people," Patil said after he visited two villages.”

"My impression is that these incidents are very unfortunate. Such incidents are dividing the society in the name of religion, caste and many such things,” he said.

The Home Minister said he would not sit on judgement on anyone's capability. He also refused to blame any particular group for the violence. The minister announced central assistance of Rs 3 lakh to family members of each of 16 victims.
