After years of working as part of the unorganised sector,the 3 lakh-plus private security guards in the Capital are set to have a regulatory authority to govern them. All private security agencies will be registered as part of the move from this week,it was informed.
Home Secretary G S Patnaik on Tuesday said the Delhi government will interact with the Central Association Private Security Industry and other security agencies on Friday. After that,we will invite applications for registration through a public notice, Patnaik said.
Our notification is based on the Private Security Agencies Act,2005, passed by Parliament.
Eighteen states have already implemented this Act,Rajasthan,Maharastra and Punjab being among them.
Once the regulatory authority is in place,all private security guards will have to follow a set of rules laid down by the government,and the agencies will need a licence to operate.
According to sources in the Home department,implementation was delayed in Delhi due to a tussle over the regulatory authority. While the police are the regulatory authority in other states,the Home department will be the nodal agency in Delhi.
Once the public notice is issued,security agencies will have 60 days to complete the registration process. The agencies will have to pay a licence fee ranging between Rs 5,000 and Rs 25,000,depending on their area of operation.
The licence will be valid for five years.
According to officials,all private security guards will have to undergo an intensive training regimen this includes training for crowd control,disaster management,fire-fighting,use of security equipment,and rudimentary knowledge of the Indian Penal Code,among others.
The training will be imparted by the Home Guards of Delhi Police.
Welcoming the move,Central Association Private Security Industry chairman Kunwar Vikram Singh said: Private security guards play a very important role in the citys security,so it is essential that they should have a professional approach. We welcome the Delhi governments move to begin the registration process.
The association,however,has moved a petition to the Centre and the Bureau of Police Research and Development against the Act. Singh said,There are several lacunae in the Act,including the provision for suspension. Under the provision,if a guard is found to be a habitual drinker,the agencys licence can be cancelled.
The rules
* Complete verification of character and antecedents by the police
* Guards to get thorough training a minimum duration of 100 hours of theoretical training and 60 hours of practical training,spread over at least 20 working days. For ex-Servicemen and former police personnel,the course will be condensed to a minimum of 40 hours of classroom instructions and 16 hours of field training
* All guards will have to meet certain physical standards men require a minimum height of 160 centimetres,and women need to be at least 150 centimetres tall
* Guards should be free from knock-knee and flatfoot and should be able to run 1 kilometre in 6 minutes (those in age group of 18-30),in 8 minutes (age group 31-40),in 15 minutes (age group 41-50),and in 17 minutes (age group 51 years and above)
* Must wear identity cards at all times
* One supervisor will be essential for every six security guards
